Is this a responsible Maltese breeder?

I just called the maltese breeder we were planning on getting our new maltese from. When I asked her if they had been born yet, she replied, "no, unless they were born today." Should I be worried about this? I am a total newcomer to this, but I thought they would need to be around when the pups were born to make sure there were no problems. Also, the mother must be outside, is this okay? We know very little about this breeder, and are just wondering if we should probably look elsewhere? Thanks so much!
